Indiana Tax Reporter: Glaze Tool and Engineering Seeks ...

A proposed $185,000 investment would create three jobs at a New Haven tool and die shop.

Glaze Tool and Engineering, 1610 Summit St., currently employs 23 people with average salaries of about $51,750. But the new manufacturing equipment would allow the 38-year-old company to add three more workers: two machinists earning about $35,000 annually and a tool and die employee paid about $65,000, according to a tax abatement application filed with the Allen County Department of Planning Services.

Abatements temporarily reduce the taxes paid on new buildings and equipment. If County Council approves the request next month, the company's taxes would be lowered $7,000 over five years.

Glaze produces products for the automotive, food, medical, heavy equipment and other industries, and also designs and builds special machines. It had about $2.5 million in sales last year.

The new equipment is expected to be installed by November, with the new employees in place by next June.

The social network, Facebook, took its sweet time getting a dedicated iPad app to market. Nearly one year since its release, the Facebook iPad app (free) has blossomed into a full-featured app, giving users almost but not quite all the functionality they can get in the Web version. The app loads much faster than it did a year ago and now includes clear and useful access to your privacy controls and other settings. Photo viewing has improved significantly as well. First-generation iPad owners, however, won't be completely satisfied, as the Facebook app doesn't properly display Timeline on the three-year old device. And the app is missing a few other features from the Web version, like the ability to edit a comment or status update after posting it, which puts some Facebook users at a clear disadvantage, namely those who intend to use their tablet as their primary computing device. (And maybe that trend isn't strong yet for tablets, but it is for smartphones in the U.S., particularly among some demographic segements.) ?With a service as powerful and far-reaching as Facebook's, I would absolutely prefer to see all the core functionality on the iPad app and other mobile apps, in part because Facebook for iPad is one app you must download. You and your iPad would be lonely without it.

Design
"Visual" is the name of the game with the Facebook iPad app. Photos take the spotlight. Friends appear by their profile images, with typed names minimized. Even with location-tagged status updates, photos of your friends are pinned to a large map to point out their whereabouts. The app is more of a feast for the eyes than the fingers. While you can tap, touch, swipe, drag, pinch, and otherwise put your fingers on the app, the experience plays more to the visual senses.

Features and Navigation
The big feature worth highlighting in the Facebook iPad app is support for multiple accounts. If you manage more than one Facebook account, this feature is a huge win.

Other features largely mimic Facebook.com, which is good for consistency's sake (I value consistency, personally), but a little underwhelming if you were expecting a wholly unique experience on the iPad.

Facebook's iPad app has two top-level navigation bars: one that's blue and just has icons (friend requests, messages, notifications) and a second one that disappears when you don't need it for posting a new status, adding a photo, and checking into a venue. A right sidebar, visible in landscape orientation (it disappears in portrait mode) is dedicated to seeing whom among your friends is online now and initiating a chat with them. You can go offline and remain invisible with one tap of the gear icon.

The most important navigation bar hides off to the left and pops into view when you press the box with three horizontal lines at the upper left corner. Here you'll find virtually anything else you might need: a search bar, your own Timeline, Account Settings, Privacy & Terms, all your apps, messages, and more.

Consistent features from the website, like the news feed acting as a home page and buttons that pull up summaries of your messages and friend requests, remove any hint of a learning curve in getting to know this app. If you use Facebook, the app is amazingly intuitive.

As mentioned, there are a few features lacking, like the ability to post-hoc edit a comment or status update.

When you update your status on Facebook from the iPad app, you can include a location if you like, although you don't have to. If you do, your friends will be able to see where you are.

Photos
Images are the big draw for the Facebook iPad app. Everywhere images are used, they're prominent! The iPad app's design really pushes visuals, emphasizing faces more than names when you browse through your list of friends, for instance. It's about who you "see" more than whom you "know."

When I first used the Facebook iPad app, I found myself looking at the profiles and photo albums of friends I hadn't seen in several years, because the app drew me toward faces rather than familiar names.

Privacy
You can adjust all your privacy settings on the iPad app, and they've been simplified so that they're easier to understand than before. To its credit, Facebook has taken several steps to make privacy controls better for users, and allowing iPad users to adjust their privacy settings is one of them.?

Regardless of how much time you actually spend on Facebook, the social network is so huge and influential that most people need it for the same reasons they need email. Other people use it, and you need it to stay in touch with them.

If you're a heavy Facebook user, the iPad app provides a new and intriguing experience, one that's visually appealing and more explorative than what the other versions of the platform have to offer. The iPad app takes advantage of some of the capabilities of the iPad in an elegant way, although I wish it would support the first-generation iPad fully and give users all the core functionality found in the website.

Son's DNA found inside mother's brain

Mothers always have their children in the back of their minds ? now it seems that this is quite literally true. Fetal DNA can enter a mother's brain and remain there for decades, according to autopsies of female brains.

During a pregnancy, cells from mother and fetus can cross the placenta and survive for decades in the skin, liver and spleen ? a phenomenon called fetal microchimerism.

Fetal DNA can also cross the blood-brain barrier and enter the brain of pregnant mice (Stem Cells, doi.org/ctfj7v). But it's unclear whether the same happens in humans, says Lee Nelson of the Fred Hutchinson Cancer Research Center in Seattle.

If it does, having foreign DNA in your brain may be one possible explanation for why certain neurological disorders, such as Alzheimer's disease, are more common in women who have had children(European Journal of Neurology, doi.org/dwwz99).

To investigate this, Nelson and her colleagues autopsied 59?brains of deceased women ? 33?of whom had Alzheimer's disease. They amplified the DNA that they found, creating many more copies, and looked for the presence of a male Y chromosome.

They found it in 63?per cent of the brains. This male DNA showed up in many different brain regions and some of it had been there for a very long time: one brain that contained the male DNA was from a 94-year-old woman.

Way in

Nelson says that pregnancy is the most likely explanation for the presence of male DNA, but having an organ transplant or an older brother, for example, could also explain it. Unfortunately, the pregnancy history was unknown for most of the people in the study.

Brains from people with Alzheimer's seemed slightly less likely to contain male DNA? ? the opposite of what the researchers expected. The authors say this might be due to the small number of brains analysed, or to unknown factors in the life history of the women.

The presence of fetal cells in a mother's body might allow her immune system to recognise her child's cells, to prevent them from seeming like foreign bodies that need to be attacked, says Edward Scott of the Department of Molecular Genetics and Microbiology at the University of Florida in Gainesville.

That might one day make it possible for a mother and child to accept transplants from one another without the need for immunosuppressant drugs, although he believes that the number of foreign cells may need to be artificially boosted to make this happen.

The next step, Scott says, is to determine what the fetal cells do when they reach the mother's brain.

Last big group of Iranian exiles moves to Baghdad

(AP) ? The last big batch of a group of controversial Iranian exiles in Iraq reluctantly left their decades-old home in northeast Iraq on Sunday and moved to a refugee camp outside Baghdad, taking what officials say is a necessary step towards resettling them in other nations.

Washington long has maintained that the members of the Mujahedeen-e-Khalq must leave Camp Ashraf in northeast Iraq before the Obama administration will consider taking the group off the U.S. foreign terror organization list ? a decision that must be made by Oct. 1.

Lugging whatever personal items they were allowed to carry, the last in a convoy of 680 exiles entered their new home at Camp Liberty on Baghdad's outskirts Sunday morning. The move took several days to complete, and the MEK leadership accused Iraqi forces of harassment and putting the exiles though unnecessary security screening before they were allowed to leave Ashraf.

The MEK, which is also called the People's Mujahedeen of Iran, is group that is in opposition to Tehran's clerical regime and carried out assassinations and bombings in Iran until renouncing violence in 2001. Several thousand of its members were given sanctuary in Iraq by dictator Saddam Hussein.

But the Shiite-led government in Baghdad, which is bolstering its ties with Iran, considers the MEK a terrorist group and says its members are living in Iraq illegally. Iraqi security forces launched two deadly raids since 2009 on Camp Ashraf, an inclusive mini-city located near the Iranian border the exiles never wanted to leave.

Camp Liberty was designed as a compromise way-station for the U.N. to speed the exiles out of Iraq peacefully.

"This is an important step as we near the end of the relocation process," Martin Kobler, top U.N. envoy in Iraq, said in a statement Sunday. "I urge the international community to speed up its efforts to accept residents in third countries."

Several diplomats from at least 15 nations who toured Camp Liberty last week said their governments still are weighing whether to accept the exiles. In all, more than 4,000 exiles need to be resettled. So far, 512 are going through the process of being moved to other counties, and five have already been accepted and left, according to U.N. data dated Sept. 13, the latest figures available Sunday.

Camp Ashraf is not yet closed, however. An estimated 200 exiles remain there to try to sell off the property that was left behind in the move. Gorges Bakoos, who is overseeing the issue for the Iraqi government, said half of them must move to Liberty by the end of September if the property has not been sold to traders. The rest will remain until the rest of the property is disposed of, he said.

The government does not want the MEK to remain at Liberty for every long either, although Bakoos said the exiles will stay there until they are resettled elsewhere. "Liberty is a transitional, temporary location," Bakoos said Sunday. "It is not going to be open forever."

In a statement, Paris-based MEK spokesman Shahin Gobadi said the exiles' convoy was attacked as it left Ashraf and headed to Liberty, and he said 10 of the exiles were wounded. The account could not be independently verified immediately, and the U.N. declined to comment. Bakoos called the convoy peaceful and said the exiles arrived at Liberty safely.

The MEK and Baghdad have sparred in a decade-long dispute between the MEK and Iraq over the fate of the former guerrilla movement.

Gobadi also complained about what he described as "24 hours-long tormenting inspections" of disabled exiles as they prepared to enter Liberty, a move that took several days to complete. At one point, he said, Iraqi forces ordered exiles out of ambulances to search them, and held "patients and their nurses in sunshine without giving them anything to eat or drink."

No, a heat wave didn't pass through the notoriously baking area yesterday. The new record-setting temperature of 134 degrees Fahrenheit (56.7 degrees Celsius) was actually recorded in?Death Valley?on July 10, 1913.

The temperature is only now being recognized because the previous?record high temperature?of 136.4 F (58 C) in El Azizia has been overturned by the World Meteorological Organization after an in-depth investigation by a team of meteorologists. The record temperature had long been thought dubious, but this new study has finally made the persuading case to overturn it, 90 years to the day after it was made.

A measurement in doubt

The Libyan temperature had been recorded on Sept. 13, 1922, at an Italian army base. It had long stood out as an oddity, even though Libya certainly sees hot temperatures: El Azizia is located about 35 miles southwest of Tripoli, which lies on the Mediterranean coast. The waters would have a tempering influence on temperatures in the area, all of which weren't nearly as high as the record temperature.

"When we compared his [the thermometer reader's] observations to surrounding areas and to other measurements made before and after the 1922 reading, they simply didn't match up," said team member Randy Cerveny, of Arizona State University, in a statement.

Cerveny and the other members of the international team dug through historical records to evaluate the plausibility of the temperature.

The team was able to find and locate the original log book in which the temperature was recorded. From it and other sources they were able to identify five major problems with the record temperature: it was made a new and untrained observer; it was measured with an instrument that was antiquated even at that time; the observation site wasn't representative of its surroundings; it didn't match other temperatures measured in the area; and it didn't match later temperatures taken at the site.

"We found systematic errors in the 1922 reading," said Cerveny, who also is the Rapporteur of Climate and Weather Extremes for the WMO, the person responsible for keeping?worldwide weather records.

Essentially, the case likely boiled down to someone inexperienced incorrectly reading a thermometer that could easily be misread, the team concluded. The resulting reading was too high by 12.6 F (7 C), they found.

Not just for bragging

Officially, the "new" world record temperature extreme is 134 F (56.7 C), recorded on July 10, 1913, at Greenland Ranch in Death Valley, Calif. [Hell on Earth: Tour Death Valley]

Of course, the record isn't just good for bragging rights. It also helps communities that experience extreme temperatures to properly plan and build for such extremes.

Accurate measurements of past temperatures also help scientists better understand the Earth's climate and weather.

"The end result is an even better set of data for analysis of important global and regional questions involving climate change," Cerveny said.

Fading buzz from Fed may mean quiet market

NEW YORK -- Comparing the Federal Reserve to a rehab clinic offering addicted investors a synthetic high has been a favorite of Wall Street wags ever since the first round of Fed stimulus nearly four years ago. The punch line is that you always need more and more to get the same high and each bout of euphoria is followed by a crashing comedown.

After the frenetic reaction brought about by the announcement of the Fed's latest stimulus program -- $40 billion pumped into the U.S. economy each month -- the coming week is likely to bring a more sober period for markets as investors digest what it means in the longer run and turn their attention to the remainder of the year.

That will include rancorous U.S. elections in November, wrangling over taxes and spending cuts and a slowdown in corporate earnings.

"Right now we have this short-term euphoria. But then the question is where do we go from here," said Frank Fantozzi, chief executive of Planned Financial Services, an independent wealth manager in Cleveland. "I think after a week or so, if the underlying economic data doesn't change, you're going to see the market drop a bit and we'll continue to plod along until the election."

The effect on markets of the European Central Bank's plan to buy government bonds of struggling euro zone countries, then the Fed's opened-ended commitment to spur growth have been breathtaking. The Dow and the S&P 500 reached the highest closing level in nearly five years while the Nasdaq marched to new 12-year highs.

But in Friday's stock market action strong gains in the morning steadily eroded throughout the day, perhaps the first signs of fatigue creeping into the market.

"We are starting to get into that heady territory where you need to be on the defensive," said Richard Ross, global technical strategist at Aubach Grayson in New York. "Trying to squeak out the last 5 percent of a move when there is potentially a 15 to 20 percent downside in my opinion is pretty dangerous stuff."

Ross believes that equities, commodities and currencies are now approaching extreme levels of both price and momentum while geopolitical tensions in the Middle East are rising.

Even though all the major stock market rallies since the financial crisis have coincided with new central bank efforts to stimulate the economy, not everyone is buying it.

The latest data shows a moderate increase in short interest -- bets that stocks will fall -- across S&P 500 stocks during the last two weeks of August, a period when stocks were rallying on expectations of the Fed's announcement. Typically short interest inversely tracks the market. If investors were getting out of bets that stocks will fall, that would mean buying back those stocks and forcing the market higher.

Data provided by Schaeffer's Investment Research, a Cincinnati-based research firm, shows that bets against the biggest 500 U.S. companies edged back to about 7.3 billion shares after falling from about 7.6 billion to 7.2 billion from the start of July through the end of August -- a period when the market gained more than 3 percent.

That uptick in short interest could be significant. From the middle of September 2011 through the end of May this year, short interest on S&P 500 stocks fell like a stone to about 6 billion shares. During that period the S&P hit a four-year high, rising more than 20 percent from trough to peak.

One side effect of the Fed's bond-buying should be to reduce volatility in markets. That means the CBOE VIX volatility index?should remain close to the five-year lows it hit this summer. In August it fell as low as 13.30.

Yet activity in the options market shows some very bold bets that volatility could skyrocket in the months ahead. Call option buying on the VIX -- bets the index will rise -- is close to a record high at 5.182 million contracts, according to Schaeffer's data. The record is 5.249 million set in August.

The most actively traded VIX calls on the Chicago Board Options Exchange were October calls with a strike price of 60. Those also had the highest open interest. The VIX would need to rocket more than 300 percent by mid-October, hitting its highest level in about four years, for that trade to break even.

On the face of it a bet like that may seem little better than betting your 401(k) on a single number on the roulette table, but it does reveal more bearishness creeping into the market as stock indexes march to new highs.

Open interest, or outstanding contracts, on the October VIX calls with a strike price of 60 was 37,000 while traded volume was around 40,000. Many of those were bought in blocks of 2000 to 5000 for 5 cents each, suggesting a single buyer, according to Todd Salamone, vice president of research at Schaeffer's.

"Somebody's really playing a disaster by October," said Salamone. "If they're looking for something that big, that is not a portfolio hedge because that would be a lot of downside in the market before that hedge would actually kick in."

A lot of the market action over the coming months will depend on whether the Fed's stimulus program succeeds in boosting the economy.

Data on the housing market in the coming week is expected to show a continuing improvement. Economists in a Reuters poll expect the National Association of Home Builders Index to tick up in September when the data is released on Tuesday. On Wednesday both housing starts and existing-home sales are expected to increase.

Early manufacturing data for September, however, is not expected to be so robust. Both the Empire State index and the Philadelphia Fed index are tipped to show contraction. That would follow the sharpest drop in U.S. manufacturing in more than three years in August, which was also the third consecutive month of contraction.

"Let's face it -- we are in truly unchartered waters here," said Nicholas Colas, chief market strategist at the ConvergEx Group in New York.

Easy, 'Breezy', and Not So Beautiful: What Chris Brown's New Tattoo ...

As much as I try to remove myself from the gossip-laden world of pop-culture, the story of Rihanna and Chris Brown hits closer and closer to home for me with every update. To make a long story short, a verbal dispute between Rihanna and her then-boyfriend Brown, also known as ?Breezy?, escalated to physical violence and resulted in assault charges against Brown in early 2009. Brown pled guilty to felony assault and the couple split, but media coverage of the incident continued as rumors surfaced about their reunion and their professional collaborations in music.

Through my work and experience with women?s issues, I have been exposed to the issue of domestic violence time and time again. While each situation may present different details about the people involved and the type of abuse, there are many overarching principles that remain the same. Chief among them is a concept known as the ?cycle of violence,? which I think has been largely ignored in the media?s coverage of Rihanna and Brown?s tumultuous relationship.

When the most recent articles about Brown were brought to my attention, I expected yet another aggressive comment on Twitter or something along the lines of that one chair-throwing incident.

Holy moly, I must say I didn?t see this one coming.

Brown?s latest contribution to the tabloids was released two days ago, when he was photographed with his newest tattoo of what at first glance appears to be a battered woman and bears a striking resemblance to his ex-girlfriend.?While he claims that the image is art to represent a Mexican holiday called Dia de los Muertos?(Day of the Dead), the tattoo?s resemblance to Rihanna is uncanny. Even despite the most recent affirmations from Brown?s tattoo artist that the tattoo was in fact an illustration of art, I am not convinced that Brown?s motives were purely creative. The placement of the tattoo coupled with Brown?s history of violence and continuous lack of remorse for his actions make me skeptical that he isn?t just looking to brag about his apparent immunity to punishment for his actions.

While Brown?s tattoo may truly be an artistic illustration of a M.A.C. cosmetic design, it still begs the question ? why did a convicted felon of domestic assault choose to get a highly visible tattoo that can at best be described as a female face that has either been beaten or is ?half dead?? And why is it that instead of Brown, Rihanna tends to be the one who catches the heat for the back and forth rumors that she and Brown are getting back together?

Rihanna, affectionately dubbed ?RiRi? by the press, may be a pop-singer and a high-fashion icon, but her personal exposure to domestic violence makes her like 1 in every 4 women in this country who experience physical, sexual, and emotional abuse by their intimate partners, family members, roommates, and other loved ones. Furthermore, the National Coalition Against Domestic Violence (NCADV) reports that, ?Females who are 20-24 years of age are at the greatest risk of nonfatal intimate partner violence.? Rihanna fits into the statistics so neatly that her story should come as no surprise, but the media?s coverage and, subsequently, our society?s response to this issue remains stagnantly ignorant and it is time to catch up with the times.

Critics in the Public Relations field claim that Rihanna?s response and continued connection to Breezy demonstrates the normalization of domestic violence, but I argue to the contrary. I think that by blaming Rihanna, her critics are in fact the ones contributing to said normalization and disregarding a central component of abusive relationships, the aforementioned cycle of violence.

The cycle of violence is comprised of four phases, which form a pattern of abusive behavior: 1.) Tension Building 2.) Incident 3.) Reconciliation and 4.) Calm. These phases revolve in a circular paradigm that makes leaving an abusive situation extremely difficult, particularly when that situation, like Rihanna?s, involves an intimate partner. Although some critics of the cycle of violence state that it isn?t applicable to all intimate partner violence, it is a helpful tool for the public to explain how a person?s psyche and willpower can be broken down and how it can be incredibly difficult to leave an abuser. The psychological, emotional, and physical implications of this pattern are vastly complicated, and Rihanna?s status as a popular icon is a chance to highlight a horribly invasive issue in our daily lives and educate the public about domestic violence.

Sadly, the social reaction to the Rihanna ? Brown saga has been disappointing to say the least. For instance, in March 2012, a steakhouse in Georgia had the audacity to create a ?black and blue? sandwich as a parody to the incident. The ?cleverly? titled sandwich certainly elicited quite a negative retort and an eventual apology from the restaurant, but this was not the first or the last disappointing play on words about the episode.

Just last month, comedian Joan Rivers tweeted the following message to Rihanna directly, ?Rihanna confessed to Oprah Winfrey that she still loves Chris Brown. Idiot! Now it?s MY turn to slap her.? As repulsed as I am by Rivers? remark, I am even more disappointed that her view, in various capacities, is shared by the media, the general public, and my own circle of friends.

As someone who due to her age and gender fits so neatly into the statistical risk factors for domestic violence as Rihanna, I am appalled by critics? reactions to this situation and disappointed by the fact that coverage of her story has not taken a different angle. For instance, why, instead of criticizing Rihanna?s coping mechanisms with her love of an abusive ex-boyfriend, are we not focusing on how this story demonstrates that domestic violence can affect everyone, even the wealthiest, prettiest, and most famous people in our society? This could have been a chance to underscore a crucial issue and, most importantly, accentuate the cycle of violence that is so common among those 1 in 4 women who are faced with domestic violence. I purposely repeat this statistic twice to draw attention to that fact that it is highly likely that someone you know has experienced it as well.

Yet, despite my loathing of Brown?s actions in this case and the media?s uninformed coverage of this issue, it is important to consider that Brown doesn?t exactly have the statistics on his side either.

The NCADV indicates that ?Children witnessing domestic violence and living in an environment where violence occurs may experience some of the same trauma as abused children.? ?By the same token, ?Boys who witness domestic violence are twice as likely to abuse their own partners and children when they become adults.? ?Brown?s mother has been very candid about her history of domestic abuse and very supportive of the steps her son has taken to right his wrongs, but the fact remains that his history cannot excuse his actions in adulthood.

The facts are simple: We know domestic violence exists in America. We know that no one is exempt from it. We know we can report it and speak out against it. So why do we tolerate it?

Even if Rihanna and Brown really did laugh about all this ?erroneous? media coverage of the tattoo that resembles a face very similar to hers, the moral of this story is that her brush with domestic abuse and Brown?s unapologetic demeanor are far from unique. Belittling Rihanna?s emotional struggle and continued feelings of love toward her abuser only heighten the obstacles domestic violence victims face in coming forward and seeking assistance.

In my ideal world, I would emphasize a few reforms to the current status of this story in the media:

First, let?s show our understanding for someone in Rihanna?s situation, that leaving an abusive relationship is not black and white and takes many times to leave and return before finally leaving.? Let?s not engage in blaming attitudes that place blame on the wrong person ? the victim not the abuser. Shifting our focus away from the victim is crucial not only in the cases of celebrities in the media, but also in the very likely event that we are exposed to similar situations in our personal relationships with neighbors, co-workers, friends, or family members.

Second, let?s stop awarding Brown with Grammys and stop buying his records. How is it that Breezy remains unscathed from his well-deserved assault charges? Not only did he win a Grammy in 2012, he also performed at the Grammy Awards in front of a national audience. At the same time, fellow celebrity and football star Chad?Ochocinco was held much more publicly accountable for battery charges as his TV show was cancelled and his contract with the Florida Dolphins was terminated.

It?s time we even out the playing field, take a stand against an issue that is so invasive in our everyday lives, and hold Brown accountable. So he was put on probation, his Got Milk ad was dropped and he was sentenced to some community service hours. Do those punishments fit the crime? Do those three things even fall in the category of ?punishments??

One of the most important ways to curb the prevalence of domestic violence is to set a strong precedent so that abusers are afraid of the consequences. As Kim Gandy, President of the National Organization for Women stated, ?Young girls and boys watching this [Chris Brown?s trial] unfold on TV will see than men who commit violence against women practically go scot-free.?

Education and awareness about domestic violence and related issues is essential to fostering more healthy relationships in our communities and more resources for individuals who face these crimes in our world. Shifting society?s focus from the victim to the abuser and equipping the public with tools for avoiding and coping with the dangers of domestic violence is the key to prevention. Intolerance to the obvious implications of a continued lack of remorse from a convicted batterer like Chris Brown, artistic or otherwise, is step one on this high road.

U.S. calls ruling on military detention law harmful

NEW YORK (Reuters) - The U.S. government on Friday asked a federal judge to suspend her decision to block part of a law that permits indefinite military detention, saying it was an "extraordinary" ruling that would hurt its ability to fight wars oversees.

U.S. District Judge Katherine Forrest ruled in New York on Wednesday in favor of non-profit groups and reporters whose work relates to conflicts in the Middle East. Those groups and individuals said they feared being detained under a section of the law, signed by President Barack Obama in December.

Federal prosecutors in Manhattan, acting on behalf of the U.S. government, appealed the judge's permanent injunction on Thursday. In court papers on Friday, they asked the judge to immediately freeze her order until it is taken up by the 2nd U.S. Circuit Court of Appeals in New York.

The opinion is "unprecedented, and the government has compelling arguments that it should be reversed," prosecutors said. They called it an "extraordinary injunction of worldwide scope."

The judge on Friday denied the government's request for an immediate stay of her injunction and said she would rule on Wednesday on whether to suspend it from then on.

The permanent injunction prevents the U.S. government from enforcing a portion of Section 1021 of the National Defense Authorization Act's "Homeland Battlefield" provisions.

The provision authorizes indefinite military detention for people deemed to have "substantially supported" al Qaeda, the Taliban or "associated forces."

The judge's 112-page opinion Wednesday extended a temporary injunction issued in May. The case stems from a January lawsuit filed by former New York Times war correspondent and Pulitzer Prize winner Chris Hedges and others.

The plaintiffs said they had no assurance that their writing and advocacy activities would not fall under the scope of the provisions.

In their court papers on Friday, government lawyers said the plaintiffs had no basis to fear being locked up for their activities, and that the judge's order interfered with the president's powers at a time of war.

Government attorneys argue that the executive branch is entitled to latitude when it comes to cases of national security and that the law is neither too broad nor overly vague.

Plaintiffs said the U.S. court filing was the government's latest attempt to undo the judge's rulings.

"The Obama administration is doubling down in their effort to chill civil liberties, reporter activities and activists in the United States by hyper aggressively trying to overturn an opinion by a federal judge," Carl Mayer, an attorney for the plaintiffs, said on Friday.

The case is Hedges et al v. Obama et al, U.S. District Court for the Southern District of New York, No. 12-cv-331.

A new study shows that newborns that have been exposed to nicotine from both active and passive smoking mothers show poor physiological, sensory, motor and attention responses.

Smoking during pregnancy has been linked to many different problems in infants like learning difficulties, attention deficit disorder with hyperactivity and even obesity.

However, although the paediatric and obstetric disorders linked to tobacco during this stage are well defined, the effects on neonatal behaviour have not yet been studied in depth.

A new study headed by experts at the Behaviour Evaluation and Measurement Research Centre (CRAMC) of the Rovira i Virgili University and published in the 'Early Human Development' journal goes further and analyses the effects of passive smoking during pregnancy on the newborn.

The scientists evaluated the behaviour of 282 healthy newborns using the Neonatal Behavioural Evaluation Scale. This allows for interaction with the newborn in order to evaluate its behaviour and responses between 48 and 72 hours after birth.

From those mothers studied, 22% smoked during pregnancy and hardly 6% were exposed to passive smoking. Out of the smoking mothers, 12.4% had between 1 and 5 cigarettes a day; 6.7% had between 6 and 10 a day; and 2.8% had between 10 and 15 a day. None of them smoked more than 15 cigarettes a day.

"Newborns who have had intrauterine exposure to nicotine, whether in an active or passive way, show signs of being more affected in terms of their neurobehavioural development.

This could be an indicator of pathologies, independently of sociodemographic, obstetric and paediatric factors," as explained to SINC by Josefa Canals and Carmen Hernndez, the lead authors of the study.

The results reveal that those born to smoking and passive smoking mothers score low in their ability to inhibit stimuli that could alter the central nervous system.

Furthermore, children of passive smoking mothers have poor motor development and those of smoking mothers have less ability to regulate behaviour and response in physiological, sensor, motor and attention terms.

"Health professionals should encourage future mothers and their families to eliminate or reduce tobacco consumption," states Canals, who outlines the importance of informing mothers on the effects of involuntary exposure to cigarette smoke in order to prevent direct damage to the foetus and infant development.

Smoking during pregnancy

Smoking during pregnancy is one of the biggest yet changeable causes of illness and death for both mother and infant. Nonetheless, epidemiological studies show that between 11% and 30% of pregnant women smoke or are passively exposed to tobacco smoke.

When a pregnant woman smokes, nicotine concentrations in the foetus reach more than 15% of that of the mother. In Spain, 43.5% of women between 25 and 44 years of age smoke but this percentage during pregnancy falls to approximately 26.6%.

"However, although women tend to reduce their normal tobacco consumption when falling pregnant, the key is to study the effects of exposure to small amounts of smoke on foetal development," conclude Canals and Hernndez.

A new study shows that newborns that have been exposed to nicotine from both active and passive smoking mothers show poor physiological, sensory, motor and attention responses.

Smoking during pregnancy has been linked to many different problems in infants like learning difficulties, attention deficit disorder with hyperactivity and even obesity.
